Crime Rates
The College and University SecurityInformation Act (Act 73) requires that all Pennsylvania colleges anduniversities furnish students and employees with statistics regardingcampus crimes, along with campus security practices.

Crime rates are indicators of reported crime activity standardizedby population. They are more refined indicators for comparativepurposes than are volume figures. The Uniform Crime Report (UCR)Program provides three (3) types of crime rates: offense rates, arrestrates, and clearance rates. We will be using the offense rate.

An offense rate, defined as the number of offenses per 100,000population, is derived by first dividing a jurisdiction's population by100,000 and then dividing the number of offenses by the resultingfigure.

A copy of the current crime statistics can be found in the brochurerack outside the Office of Campus Security & Safety, or on thecollege website:

Example:

a. Population of jurisdiction, 7,411.
b. Number of known specific offenses for jurisdiction for 2005.

Divide 7,411 by 100,000 = .07411

Divide 21 (thefts) by .07411 = 283.36

The offense rate for that specific offense is 283.36 per 100,000people. The number .07411 can now be divided into the totals of anyoffense class to produce a crime rate for that offense.

The jurisdiction population for the college is based on student headcount and full-time equivalent employees. (This population changes withevery term.)
