Dr. Ann Bieber

Dr. Ann D. Bieber was appointed the fifth president of Lehigh Carbon Community College (LCCC) on July 10, 2014. A dedicated leader with more than 40 years of service to the college, she began her career at LCCC in 1981 and has held a variety of leadership roles, including Senior Vice President of Administrative Services and Dean of Continuing Education.

Throughout her tenure, Dr. Bieber has demonstrated a deep commitment to honoring the college’s legacy while advancing innovative programs and partnerships that strengthen opportunities for students and meet regional workforce needs. Today, LCCC serves nearly 9,000 students in credit programs and approximately 3,000 individuals annually through workforce training.

Dr. Bieber was appointed by Governor Josh Shapiro to serve on the Pennsylvania State Board of Higher Education, where she represents the Commonwealth’s 15 community colleges and chairs the Policy Committee. In this role, she contributes to shaping a more coordinated and effective higher education system across the state.

Under her leadership, LCCC has established significant partnerships with leading employers. The college was selected by Eli Lilly and Company to support workforce development for new pharmaceutical manufacturing facilities in the Lehigh Valley. LCCC was also named one of four Advanced Manufacturing Training Centers in the United States in collaboration with Amazon and has partnered with Amazon Web Services and regional community colleges to launch the Technology and Trades Workforce Consortium, preparing students for careers in data center operations across Northeastern Pennsylvania.

Dr. Bieber holds a bachelor’s degree in Business Administration from Cedar Crest College, a master’s degree in Public Administration from Kutztown University, and a doctorate in Educational Leadership and Management from Capella University.

She is actively engaged in the community, serving on the boards of the Lehigh Valley Partnership, Workforce Board Lehigh Valley, KidsPeace, Manufacturers Resource Center, the Allentown Neighborhood Improvement Zone Development Authority, and Century Promise, in addition to her role on the State Board of Higher Education.
