Position Summary
The Technology and Trades Manager serves as a key liaison between the community, local workforce, and the Center for Workforce Development at the college. They are responsible for fostering partnerships, driving outreach initiatives, and promoting skills training workforce development programs that support economic growth and personal enrichment. This includes the development, implementation, and oversight of technology and trades programming strategic planning, relationship building, and collaboration with community partners, employers, and internal stakeholders to deliver programs aligned with local workforce and educational needs.
Responsibilities
Program Oversight and Administration
- Maintains and grows enrollment and revenue related to skills training, and workforce development programs through sales and local employer collaborations.
- Designs, develops, implements, and evaluates new and existing programs, creating current and relevant certifications aligning to community, workforce and regional needs.
- Supports customized and contract training funds and programming, including employer-related services.
- Build career pathways by establishing connections between skills training offerings and associate degree programs, fostering seamless educational transitions.
- Coordinates employer advisory committees to ensure programs remain aligned with industry needs. Participates in program evaluation and compliance reporting in accordance with relevant state and institutional policies.
- Coordinate and develop pre-apprenticeship and apprenticeship opportunities for students. Manage relationships with employers for these opportunities.
- Manages and provides oversight to WEDnet training and funding, approving and fiscal year end reports.
- Promotes LCCC’s education and training programs in the community through outreach and engagement. Develops and maintains partnerships with local businesses, educational institutions, and workforce organizations to expand skills training offerings.
- Recruit, hire, and supervise program coordinators and workforce training and development instructors. Provide mentorship and support to workforce training and development instructors regarding instructional practices, industry trends, and regulatory compliance. Oversee instructor credentialing and ensure adherence to certification and licensing requirements where applicable. Conduct performance evaluations and support ongoing professional development for staff.
- Develop and manage program budgets, ensuring fiscal responsibility and alignment with department revenue goals. Identify and pursue funding opportunities, including grants, to support program expansion and sustainability. Oversee the procurement and maintenance of program equipment, supplies, and resources.
Required Qualifications:
Education
- Bachelor’s degree from an accredited institution or five years of demonstrated experience in technical programs.
Certifications
- Act 153 Clearances (Act 34 PA Criminal Background, Act 151 PA Child Abuse History, Act 114 FBI Clearance Fingerprinting)
Work Experience
- Five years of experience in recruiting, workforce development, or training.
- Experience in adult education or skills training program delivery.
Knowledge, Skills, Abilities
- Strong teamwork, initiative, and customer service orientation.
- Excellent organizational, communication, and project management skills.
Preferred Qualifications
- Bilingual proficiency.

While performing the duties of this job, the employee is frequently required to stand; walk; sit; use hands to handle or feel; reach with hands and arms; talk and hear. The employee may regularly lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and distance vision.
Work Environment
The noise level in the work environment is usually quiet to moderate. This is a full-time, on-site position at Lehigh Carbon Community College. Occasional evening or weekend work may be required for events, classes or partnerships. Moderate noise level in office and classroom environments. Travel to other LCCC sites, partner locations and industry events required.
