Work Schedule

Full Time. The standard work week is Monday through Friday, 8:00 AM to 5:00 PM. Exempt professionals, are expected to maintain a flexible schedule to ensure all responsibilities and collegiate needs are met, including occasional work outside of core business hours.

Salary Ranges

$88,195 - $119,412

Summary:

Responsible for the functions of Human Resources.  Responsible for administering institutional personnel policies and practices for staff and faculty, including but not limited to employee and/or labor relations, organizational development, benefits, compensation, and employment.  Develops policy and directs and coordinates human resources activities, such as employment, compensation, labor relations, benefits, training, and employee services. Serves as Title IX/Equity Coordinator including Title VI, Title VII, and Section 504 Compliance and responsible for assuring dissemination of grievance procedures, investigating complaints, and monitoring Title IX training for staff and students. Reports directly to the vice president for finance and administrative services.

Essential Duties and Responsibilities:

  • Supervises and evaluates the associate director of human resources.
  • Responsible for Title IX compliance and Title IX staff training.
  • Oversees the benefits provided to staff ensuring the most cost effective available and in compliance with all applicable legal requirements.
  • Ensures that college functions including:  Staff recognition awards ceremony and new staff orientation are conducted effectively and efficiently.
  • Develops, coaches and/or mentor’s subordinate staff.
  • Establishes and controls an annual budget.
  • Represents management in negotiating collective bargaining agreements.
  • Advises on the administration of labor agreements and the handling of grievances, and complaints.
  • Consults legal counsel to ensure that policies comply with federal and state law.
  • Conducts in the investigation and resolution of charges against alleged discrimination and misconduct.
  • Provides support in all aspects of the employee relations function and administers programs designed to establish and maintain effective employee relations through the uniform and equitable application of organization policies and procedures.
  • Analyzes wage and salary reports and data to determine competitive compensation plan.
  • Writes directives advising department managers of company policy regarding equal employment opportunities, compensation, and employee benefits.
  • Develops and maintains a human resources system that meets top management information needs.
  • Oversees the analysis, maintenance, and communication of records required by law or local governing bodies, or other departments in the organization.
  • Responsible for planning, implementing, and monitoring practices and procedures related to recruitment and employment for all segments of the college.
  • Develops, recommends, and writes job descriptions, job evaluations, and compensation procedures.
  • Responsible for maintaining employee information tracking on the college’s HRIS.
  • Processes, creates, and maintains new positions for new hires using the college’s HRIS.
  • Studies legislation, arbitration decisions, and collective bargaining contracts to assess industry trends.
  • Responsible for establishing staff development opportunities for educational support personnel and administrative staff including mandatory updates on such policies as sexual harassment as well as professional development workshops.
  • Contributes to the college’s accreditation efforts, including the overall Middle States accreditation and any program specific accreditation standards.
  • Develops and maintains an operations manual.
  • Performs other duties and responsibilities as may be assigned.

Qualifications:

Required

Education

  • Bachelor’s degree from an accredited institution
    or
    Associate’s degree with 10 years human resources experience including three or more years at the management level.

Certifications

  • Act 153 Clearances (Act 34 PA Criminal Background, Act 151 PA Child Abuse History, Act 114 FBI Clearance Fingerprinting)

      Work Experience

  • Minimum of ten years’ experience as a human resources generalist with three or more years’ experience at the management level required. 
  • Experience writing directives advising department managers of company policy regarding equal employment opportunities, compensation, performance improvement plans and employee benefits.
  • Hands-on experience leveraging enterprise-level HRIS solutions (e.g., Workday, Ellucian Banner) to support HR operations and reporting.
  • Demonstrated experience in developing and implementing policies, procedures and benefit programs.
  • Demonstrated knowledge of relevant governmental regulations and laws. 
  • Demonstrated experience of conducting employee related investigations regarding discrimination and harassment complaints.

  • Excellent communication and human relations skills. 
  • Ability to relate effectively and diplomatically with all levels of personnel at the college, Trustees, and outside contacts.
  • Ability to understand and utilize the college’s human resources information systems
  • Must possess a high level of the following work skills and behaviors: teamwork/cooperation, initiative, customer service, and commitment to continuous professional growth in skills and knowledge.

Preferred

  • Master’s degree from an accredited institution.
  • Experience conducting employee complaint investigations.
  • SHRM Certification
  • Bilingual (Spanish)

Physical Demands

  • Ability to effectively communicate, perceive, and exchange information with colleagues and stakeholders.
  • Operate, handle, or feel objects, tools, or controls using hands, arms, or adaptive equipment.
  • Ability to safely lift, transport, or move objects up to 15 lbs regularly and up to 25 lbs occasionally.
  • Vision capabilities sufficient to view screens, read printed materials, and observe work environments (with or without             assistive devices).

Work Environment

  • The noise level in the work environment is usually quiet to moderate.
